Delhi SUNIYO 2.0: Reconcile Eight Tax Years Before You Pay

An old property-tax receipt can be as important as the money you are preparing to pay now. Before using Delhi’s SUNIYO 2.0 scheme, match the property, financial year and payment record—not just the total shown in a message.

This is a municipal property-tax opportunity for eligible properties under the Municipal Corporation of Delhi (MCD), not a general tax waiver across India.

Start with the dated order

MCD’s office order dated 29 September 2026 introduces SUNIYO 2.0, described as “One Plus Seven”. It is effective from 29 September to 31 December 2026. This is not a scheme newly announced on the date of this article.

Clause (a) links waiver of dues before FY 2019–20, including interest and penalty, to payment of principal property tax for FY 2026–27 and the preceding seven years: FY 2019–20 to FY 2025–26.

That is eight financial years to reconcile. It is not permission to ignore the current year, assume every outstanding charge disappears, or use a payment checklist from a different scheme period.

Build the file before deciding the balance

Create a separate section for each year from FY 2019–20 through FY 2026–27. Beside it, retain the return or assessment information, payment receipt and any entry showing how MCD recorded that payment. Keep older demands separately so the two periods do not get mixed up.

Check the property identifier on every document. The order allows multiple UPIC numbers for the same property to be merged through the MCD Property Tax Portal. If identifiers differ, resolve that issue with MCD rather than assuming all receipts have already been combined.

The order also calls for proof of previous payment receipts from FY 2019–20, where applicable. Gathering them is therefore part of the preparation—not an invitation to pay an already-settled year again.

A receipt mismatch is a question, not a payment instruction

Consider an original hypothetical example. A family’s working file shows ₹9,000 as a year’s assessed principal, and it holds a ₹6,000 receipt. The arithmetic difference is ₹3,000.

But that subtraction alone does not establish the amount payable under SUNIYO. First ask whether the receipt belongs to that property and year, whether it was successfully credited, and whether the assessment and scheme calculation are correct.

The illustration is not an actual MCD assessment, tax rate or promise of a ₹3,000 settlement. Its purpose is to identify the records that need to agree before a household treats a number as final.

Do not mistake a first instalment for completion

The order permits equal instalments within the scheme period where total tax liability is ₹5 lakh or more. It also says benefits will be withdrawn if the required total is not paid within that period.

If that provision applies, work backwards from the closing date. Ask MCD to clarify the accepted schedule and remaining balance. Keep each acknowledgement and downloaded receipt. An initial debit or payment confirmation should not be filed as proof that every condition has been completed.

Read the conditions that can outlive payment

Specified government-related properties are excluded. Pending court cases require an undertaking to withdraw litigation, with restrictions on refund or adjustment of litigation-related amounts. The order also contains separate conditions for past payments and excess payments made during the scheme. These are reasons to obtain case-specific advice, not assume a universal cash refund.

Returns remain subject to scrutiny; underpayment can bring the difference liability plus a 30% penalty. The correction window is two months or scheme closure, whichever is earlier.

Before filing, check the full order and the current official MCD website for applicable instructions or amendments. If there is litigation, a disputed assessment or an unexplained payment mismatch, obtain clarification before making declarations. This article does not establish individual eligibility or tell anyone to withdraw a case.
